Facilitation for performance the plan of people’s honor in the administrative system of country

(1-3-12) Justice and equity: paying attention to the demands and request of the respectful religion of Islam would clear this reality for the reader or any researcher that prevention from discrimination in any level and shape and accuracy in performing justice and equity under any condition, is counted as the main base for the subject of Islam, so in this case it would be accepted in an intensified way by the culture of martyrdom.

(1-3-13) Virtue and Honesty: the main resource of all the sins can be due to lack of worshipping and belief to God and also the lack of spirit of divine virtue.
So due to this urging for performance of virtue and equity would be counted as one of the firm bases for the culture of martyrdom in the religious society of Iran and also it has been confirmed abundantly by the authorities and leaders of Iran. (1-3-14) cooperation and mutual assistance: Since the demand of respectful Quran Karim is for cooperation and mutual assistance in the good works and charities and as it says that these works are the best and the most confirm theoretical and belief support for propagation of philosophy and cooperation in different fields that is counted necessary; asking for cooperation and mutual assistance in the level of society in the culture of martyrdom is in a clear way that could be observed as well.
(1-3-15) Contentment and patience: the special problems and difficulties of war and the reasonable obligations with the military conditions of defense has created a condition that would provide the spirit of contentment and satisfaction, that in fact this matter has been expanded in between the military men in a great amount. Today this acceptable characteristic which is good due to different reasons and due to the economical barriers has been stronger and its power has been increased. The references of the culture of martyrdom are trying to strengthen this Islamic ethic which in fact is a marvelous action and they want to set these behaviors in society.(1-3-16) Relying on God: in the academy of martyrdom these exemption could be counted essential that all the programs and performed designs could be occurred in a positive way and have effects that be brought to the stage of performance and representation and in fact they must have a reasonable reflex, that be exactly in a way that God asks us to have it. So in this case we can observe that paying attention to the subject of relying to God can be counted one of the most important elements in the culture of martyrdom. (1-3-17) Respecting and performing good aspects to people: so much emphasizes are on the base of the importance and priority of the great post of people as the real resources of country and many demands have been set for the honor and respect to the public that in fact are counted to the bases of the culture of martyrdom. The ambitions of this phenomenon would be more colorful with the belief and ethical bases of the respectful religion of Islam and it can be sought in the creator workshop.
(1-3-18) Cultural enrichment: attempting in the way of development and the growth of cultural resources of society and the necessity of performing essential activities in the field of cultural amendments of society and specially by the presence of attempts and bad works of enemies in the way of the cultural attack to the intellectual and cultural investments of the Islamic society of Iran, and these bases are counted as the other bases for the culture of sacrifice in the current time. Second section: plan of honor, in this section from article we will have a review to some of the theoretical and legal bases for the plan of honor to people and attracting the satisfaction of the references in the administrative system of Islamic society of Iran and during that we will try to have a review to the different dimensions of this plan that would be detected and inspected so that in the next stage we will seek an ultimate model in the level of administrative system of country.
(2-1) the program of change in the administrative system for the purpose of creating reasonability in the administrative system of country and also strengthening the required activities in this field, the program of change in the administrative system would be performed by management and planning organization of country hat has been compiled in the meeting which as performed on April 7, 2002 by the council of ministers and it was approved as well and it would be consisted as seven programs as bellow:
• The program of logical action of the size of government
• The program of changes in the establishing structures of government
• The program of change in the managing systems
• The Program of change in the employing systems
• The program of education and betterment of manpower of government
• The Program of amendment of processes , the method of performing work and development of administrative technology
• The program of betterment and keeping respect and honor to people in the administrative system (2-2) the plan of honor to people and attracting satisfaction of the references in the seven-program by 4- studying and executive plans that could be used.
The subjects of these designs would be related to the administrative systems, the date of accomplishment and all the characteristics of plans would be announced by the ministry of human resources from the management and organizing organization in country which of course would be already provided and then it would be announced. The plan of honor to people and providing the satisfaction of the references is one of the subjects that was announced to the governmental systems in one of the forty plans that were approved in April 30, 2002 by the number of 18540/13 T .
This plan is in the mould of four main fields including information and making the methods real for performance of works, improvement of the process for performing the bases and also asking the comments of people is something important that would be performed. • Increasing the satisfaction of references to the governmental systems in a general way that could be the reason of performing the plan of honor, increasing the level of satisfaction of referrers to the administrative system by managing the bases of quality management, benefiting and participative management, that the responsibilities would be done.
This plan, would be according to the notes of article one that is the responsibility of managers, heads and the authorities of executive systems and the management organization of country is responsible for having supervision on the accurate performance of this note. The responsible persons of province and management and organizing organization of provinces are obliged to seek and consider and supervise for performing these aspects in the province.
(2-3) the requirements of performing the plan of honor and execution act of this honor plan, in the stage of performance it needs some necessities and some aspects are available that we can not be hopeful to the effects and operations of separated activities. The most important requirement in this field can be the organizational culture that the formation and direction of them are needed and these aspects would be done by the special mechanisms that the procedure of operations and output of performance for such plans would have expanded effects that could be considered in the actions.
The level of influence of thought and human post that are available in the best universe lessons could create a lesson of religious that the most important one is prediction of success or failure in creating the plan of honor. So in this case it would be suggested that despite scientific and accurate performance, the real point of methods be used as well that it would be done towards the information in a general way in the field of mode for cycle of work of organization, in a way that all the realization and points would be so simple.
(2-4-3) amendment and betterment of methods for performing work: After performing the aspect of real point of works it would be the turn of amendment and betterment of processes for performing of work. Certainly when this stage of honor be performed nicely it would be clear that the previous stages have been performed in a reasonable way as well. Maybe the best way for completing this stage is establishment of a committee that has aware members that would accept the establishment organization.
Such a group would be under the subjects such as the committee of administration works that could be established as well, so by the assistance and cooperation of related persons in the different fields such as rules and regulations the important of mechanisms would be predicted for amendment and reviewing that should be according to the different bases and in the different fields of rules and regulations and according to the financial establishments so that the accurate consideration of these stages should be based on reality.

The reviewing fields could be reviewed as bellow: 1. Reducing the number of stages for performing work 2. Reducing the time for performing work 3.
The respective of performing works 4. Designing the reasonable place for performing the work 5. Suggestion of amendment of rules and regulations that is an important note and its mechanism has been predicted for amendment and reviewing that should be performed and some of the amendments could be done by the committee of administration works; in a way that for performing some other suggestions you should refer to the foundation of administration works of province or the administrative excellent council. In the continue by inviting the instructors and the owners of comments for establishing training classes for the purposes of comparing the level of performance of this plan in the level of organizations the special inspectors for the purpose of guidance and evaluation of the mode of performance of plan would be selected.
These inspectors would pass the training terms so that they will be prepared for the executive systems by the instructions that have been taught to them. Sending the periodic reports from the side of executive systems in the field of development of the plan of honor as the assistant arm would be used for the consideration the required bases in plan, so that the direction of performers of the plan of honor in the system would be considered and those things that are in the situation of shortage would be reminded. In case if necessary the guidance for the master manger in the organization and also the guidance for the inspectors in the way of plan would be performed. Sending the periodic reports by executive systems in this field would be counted as a development.
Also according to the instructions the computations for the mode of evaluations would be used. In this stage by compiling the assistance indexes that are able to be measured, the raw grades of each machine in different fields of the plan of honor would be computed and eventually the sample machines and staff would e introduced. The comparative model would be for the purpose of setting the programs of administrative works such as the plan of honor, different models by the owners of comments and scientists that would be provided from different persons.
But the main problem of them would be the shortage of tendency process and also the unknown action that belongs to the point of making culture for models. so that it would be asked form the executive systems to introduce the executive representatives. The main base of current model would be by the propagation of the culture of martyrdom that could be related to the amending objectives in the field of general services in the administrative system of society. The concept of the culture of martyrdom is counted as one of the strategic social operations that would have the facilitation and speed for the process of increase and growth of development indexes that in fact some of them are positive in the first section of article; in fact this ability would be felt that in the way of research and improvement of objectives and the section of governmental services would be used. Since the characteristic of people is counted as one of the main parts of this phenomenon of the culture of martyrdom; performing the plan of honor would be performed by philosophy and tendency of honor to people that is in the nature of the culture of martyrdom.
Despite of saving time and expenditure, the level of reliance of society from the research of related objectives would be due to the needed operations of plan which are increased; despite of this the amendment and growth of tendencies would be positive for people against the operation of it and the legality of governmental system could be assisted. In another interpretation the culture of martyrdom is counted as a useful tool which is reliable for reaching to the executive stages and the plan of honor. So that it is absolutely clear that the current models would be performed in a processes that the different parts of this process would be performed in the plan of honor that include the entering, process, external plan that would be performed in a reasonable way; (3-1) entering points: for the start of the executive process for the plan of honor in the administrative system, the collection of datum that are basic and they are needed and the use of them would be during the activities so that the required needs would be found.

(3-2) Process: the main stage of each model is the process or division of establishment and in the provided model in this article and stage the process and performance for the plan of honor would be related to the propagation of the culture of martyrdom that in the current model it would consist five stages that are secondary as bellow: Direction and leadership, creating the required bases, detecting the internal and external references, propagation and review of the actions. Now we are paying attention to the stages that have been mentioned bellow:
1. Direction and leadership: in the process of culture, the most important role would be the responsibility of leaders of society. The starting place of movement would be towards culture of martyrdom that would be started from the general direction and it will never be able to be successful without the presence of powerful management. As we have said about this matter already, the most important symbol of the culture of martyrdom can be found in the concept of people
2. Creating the basic points that are required: After recognizing the related objectives to the culture of martyrdom we should consider the required basic points for the occurrence of these objectives which in fact they are provided and they can be counted as the most important factors in the field of balance and change of comments in the society. The outlook or view of society includes the collections of the thoughts, belief, behaviors that have an identity for society and from a side it would be counted so important. Accepting responsibility towards the destiny that is changed in its structure it would be supported. The social outlook, different models by the owners of comments and scientists that would be provided by different persons. But the main problem of them would be the shortage of tendency process and also the unknown action that belongs to the point of making culture for models. In the adjustment of suggestive model, in the current article, it is tried by using of the systemic thought and the process mode in a general way the model be emphasized and the necessity of providing the reasonable and cultural field would be increased more and more. Those group of external factors in society would be set directly or indirectly and performing management programs for the culture of martyrdom should be detected in the environmental threatens such as unknown things and the lack of clearness for the situation for the culture of world, presence of rules and regulations that are not adjustable or have the required legal field in the international dimensions.
4. Propagation: After accomplishing the basic activities, now its time that should be given to the basic actions and by complete recognition from society and surroundings you can reach to the objectives which have been clear for the culture of martyrdom. In this stage the leaders of society should have access to all the material and human resources and have the best combination in a way that be able to use from budget and available time so that the highest point for the cultural and social reasonability be provided. The important note is that in this step attraction the expanded participation for the members of society and using from thought power could be useful for all of them. In this case the stages and different steps for the plan of honor to people and providing the satisfaction of referrers, with cooperation and accompanying of all the staff in the executive system and by the support form the master management of organizations in the society by supporting and expanding the culture of martyrdom it would be performable.
5. Strength: in the first step you must not expect success. Because many of the previous stages have been faced with some mistakes and or the environmental and internal conditions would be faced with some changes and the adjustment actions would be needed for them. (3-3) Outputs : the result from the process of management for the culture of martyrdom can be detected by different cases: The increase for the level of satisfaction of people and referrers to the administrative system, betterment of process for performing of works related to the references, supporting technical-communicative abilities of employees and the mangers of society, reduction the complains and behavioral criticisms of people, increasing the abilities and capabilities of manpower, invention in the mode of providing services, providing the satisfaction of staff, increasing the ability of challenge… (3-4) Reviews: after performing the three stages that are mentioned above it is necessary to consider and evaluate the results that be matched with the objectives that have been already selected, and the ratio towards the mistakes and amending activities would be needed. In this stage by accurate study on all the stages of past, the required adjustments in each stage would be done.
By having a systemic tendency , some effects would be created in the whole process that of course must be considered as well. Having knowledge and information about the changes that have been created in the individual, group and environmental conditions and also the needs and new ambitions in this way would be an effective factor for this matter. (3-5) conclusion and suggestions ( 3-5-1) conclusion: the provided model in this article would have the possibility of real actions and complete actions for the plan of honor to people and providing the satisfaction of the references in the administrative system of country in the organizations that are special for providing the general services by the propagation and expansion the culture of martyrdom which is already under analysis and description.
So according to this model after reliance from the basic conditions for the purpose of setting the plan of honor including the individual, organizational and environmental factors the process of management of the culture of martyrdom would be moved towards human greatness that would be found in five moulds of leadership, analysis of resources and internal and external barriers, propagation and reviewing would be started. In each of these stages by using from the philosophy and the technique of management for the culture of martyrdom, we can use the special actions for the change of each of the outputs that are obtained.
At the end we will pay attention to the existence of mechanisms for amendment and review which would provide this possibility that the probable errors of system be reviewed and then be adjusted (diagram number 4). Suggestions: generally according to the theoretical discussion that have been stated the following suggestions could be provided:- in the first priority , performing researches and studies in an expanded way for the purpose of detection and complete notes in the different dimensions and the acceptance obligations for propagation for the culture of martyrdom, would be given to the establishments and researching centers and also researchers and interested university students that these bases are suggested for them.
This activity is a necessary and introductive step for the purpose of passing the long way for active facing with this category. From other side the necessity of performing such a study in an expanded way would create the realization and invention from the effects of the culture of martyrdom that could be seemed in the different aspects of society especially in the scientific field or organization and management, which is necessary to be performed. Because in this process the accomplishment of stable development, consideration and seeking this filed would be in a special filed from society and social processes, without the realization for the connection and mutual aspects of other dimensions and fields of society, as a united system , it would be an unaccomplished work that would not be complete as well.
Providing the legal environments and legal field that is required for the location of the culture of martyrdom in the text of society would be attempts that is needed and can be counted so important. This work will cause that many of the probable barriers that are in the way of development would be predicted and propagation for society be removed.
• From other side the support for the basic matters that are required would be needed in the economical and social, political and administrative, legal and lawful, cultural and social, national and international aspects for the purpose of performing the amendments in different dimensions for administrative reconstruction and management would be used, that of course they would be based on to the trainings and knowledge of the culture of martyrdom.
• Despite of all of these things ,paying attention to the tools and specific requirements , paying attention to the tools and specific and technical needs and also for the technical standards, would be required, of course for the units and executive systems of country it would be shown.
• In this case attracting and raising manpower in a specific way would be due to the importance and post of human power in management and performing the required activities in the field of development of the culture of martyrdom, which would be so useful.
• And also the mechanism designing would be for the purpose of supervision and control and it can provide the facilitation and speed of the works in country and the probable barriers in this field could be more hard and difficult.
• The necessity of paying attention to the category of making culture and focusing to the tendency dimensions that are related to setting the plan of honor also should not be forgotten; so any activity in this field if be performed even it takes so much time, but in long term time could be so beneficial and effective.
• Using from the experience of other countries in the field of management, development and cultural change can be counted one of the channels for passing from a tunnel and the globalization of cultures would be occurred. Even though the characteristics and historic, traditional, atmospheric aspects of countries in the field of management, development and cultural acceptance and also the expansion of development and tendency that issue of human greatness and different aspects would be designed so performing the information mechanisms also could be suggested.
• Performing meetings and congresses in a specific way for the purpose of the same point of votes and comments in this field could be counted as another beneficial activity and late it could be Performable and the capabilities of expert factors be done in the junior sections.
• All the suggestive abovementioned bases could be performed in a reasonable way in a special time and eventually they would have the amendment for the honor to people in Iran so by expanded attempts from the side of many governmental and non-governmental organizations would be supported. Despite of that providing a base for society and collecting the cultural environments in the process of management for culture could bring some scientific and executive witnesses in these plans, so the more these activities are available the better quality in this field we will observe. We hope that by the propagation of the culture of martyrdom and performing management for the culture of martyrdom we have a better future in a better quality for our country. References
